NDIS Specialist Support Coordination explained

What is Specialist Support Coordination?

Specialist Support Coordination (SSC) is an NDIS Capacity Building support delivered by qualified specialists — typically with backgrounds in social work, psychology or allied health — for participants whose situations involve complex needs, high-risk factors or crisis that exceed the scope of standard Support Coordination.

Under the National Disability Insurance Scheme, SSC is the highest level of coordination support — designed to stabilise complex situations, manage risk, resolve service gaps and build a sustainable support structure where standard coordination has reached its limits.

Complex situations we handle

We step in when situations are complicated. GenCare SSC has experience across the full range of high-risk and complex NDIS circumstances.

Housing instability & homelessness risk

Participants at risk of losing housing, or experiencing instability across multiple placements — we stabilise the situation and connect urgently with SIL, SDA and MTA providers.

Behaviour support complexities

Participants with behaviour support plans that require coordination across multiple providers, or where behaviours of concern are creating service breakdowns.

Safeguarding & duty of care concerns

Situations involving potential abuse, neglect, exploitation or environments that are unsafe — SSC brings specialist oversight and escalation where needed.

Urgent — we act immediately
Crisis & high-risk situations

Acute mental health episodes, family home breakdown, hospital discharge with no safe housing, justice system involvement — we step in immediately and build a stabilisation plan.

Provider and service breakdowns

Mental health & psychosocial complexity

Participants with complex psychosocial disability where supports require careful sequencing, clinical collaboration and active risk management throughout.

What we do differently

We don't just plan — we activate supports fast

GenCare SSC combines specialist expertise with decisive action — risk assessment, provider connections and crisis management, all moving at once.

Rapid intake within 24–48 hours

All SSC referrals receive an initial response within 24–48 hours. Urgent and high-risk cases are triaged immediately — not added to a waiting list.

Strong provider network — activated fast

We connect participants quickly with SIL, STA, MTA, allied health, behaviour support, SDA and housing providers — we do not just plan, we get supports moving.

Risk identification & mitigation

Immediate risk assessment on intake, followed by documented mitigation strategies across housing, safety, behaviour, health and service provision.

Safeguarding & duty of care

Where safeguarding concerns exist, we implement duty of care frameworks, involve relevant authorities as required and document all actions for NDIS and legal accountability.

Crisis planning & escalation pathways

Documented crisis plans with clear escalation triggers, response actions and responsible parties — ensuring every team member knows what to do when situations deteriorate.

Multi-team coordination

We work alongside L2 coordinators, LACs, planners, hospitals, allied health teams, guardians and families — strengthening the existing support network rather than replacing it.

For Families & Carers

We bring everyone together — and get things moving

When you've been navigating a complex NDIS situation alone — multiple providers not talking, services breaking down, a participant disengaged — a Specialist Support Coordinator steps in with authority and expertise to resolve what standard coordination can't.

★★★★★
Specialist Support Coordination

I'd been managing my client's situation for six months and it kept getting worse — housing unstable, multiple providers dropping off, the family at breaking point. I referred to GenCare SSC on a Thursday. By Tuesday they had a stabilisation plan in place and a SIL vacancy confirmed. That's the difference a specialist makes.

Common questions

NDIS SSC explained

Everything you need to know about Specialist Support Coordination and how to access it for complex NDIS situations.

Specialist Support Coordination (SSC) is an NDIS Capacity Building support designed for participants with complex needs or high-risk situations that go beyond what a standard Level 2 Support Coordinator can manage. Under the National Disability Insurance Scheme, SSC is delivered by qualified specialists — often professionals with backgrounds in social work, psychology, occupational therapy or nursing — who can manage complex service environments, safeguarding concerns, crisis situations and multi-provider breakdowns.
Level 2 Support Coordination helps participants implement their NDIS plan, navigate providers and build capacity. Specialist Support Coordination (Level 3) is specifically for situations with heightened complexity, risk or crisis — where the participant's circumstances require specialist expertise beyond standard coordination. SSC may run alongside L2 coordination or replace it temporarily depending on the participant's NDIS plan. GenCare offers both under the same roof.
SSC is for NDIS participants who are experiencing complex or high-risk situations. This includes: housing instability or homelessness risk, behaviour support needs that are affecting service delivery, safeguarding concerns, acute mental health episodes, justice system involvement, multiple provider breakdowns, or participants who are disengaged from supports and at risk of plan failure. If a situation feels unmanageable with standard coordination, SSC is likely the right support.
Specialist Support Coordination is funded under Capacity Building — Support Coordination in your NDIS plan. It requires a specific SSC budget line — it is separate from the Level 2 Support Coordination budget. If a participant's plan does not currently include SSC funding, their Support Coordinator, LAC or guardian can make a request to the NDIA with evidence of the complexity. GenCare can help prepare supporting documentation.
Yes. GenCare prioritises urgent and high-risk SSC referrals. When a participant is in crisis — hospital discharge with no safe housing, family home breakdown, safeguarding emergency — we respond within 24–48 hours and begin immediate stabilisation. Call 1300-247-788 directly for urgent situations and our team will act immediately.
GenCare Specialist Support Coordinators work with participants across the full range of complex NDIS situations: housing instability and homelessness risk, behaviour support coordination, safeguarding and duty of care concerns, acute mental health and psychosocial complexity, justice system involvement, hospital-to-community transitions, multiple provider breakdowns and service disengagement. We step in when situations are complicated — and we get things moving.
All Specialist Support Coordination referrals receive an initial response within 24–48 hours. High-risk and urgent situations are triaged and actioned immediately — we do not add complex participants to a general waitlist. Referrals can be made by Support Coordinators, LACs, planners, hospitals, families or the participants themselves.
Yes. Specialist Support Coordination can work alongside a Level 2 Support Coordinator — SSC handles the complex and high-risk elements while the L2 coordinator continues to manage broader plan implementation. GenCare also provides both L1 and L2 Support Coordination, so if a participant's situation stabilises and transitions back to standard coordination, we can manage that continuity within the same organisation.
Referrals for SSC can be made by Support Coordinators, LACs, planners, hospital discharge teams, guardians or families via our online referral form at /make-a-referral or by calling 1300-247-788. Please include as much context as possible about the complexity of the situation — this allows us to triage the referral appropriately and respond with the right specialist quickly.
Specialist Support Coordination is typically used during a period of heightened complexity or crisis, then stepped down as the participant's situation stabilises. In some cases, SSC continues as an ongoing support where the participant's needs remain complex. GenCare works with participants, families and the broader team to determine the right exit strategy from SSC — including a planned transition back to standard Level 2 coordination where appropriate.
